
If calls work but Safari, Maps, or apps only load on Wi-Fi, the issue is cellular data rather than general service. The cause can be a data toggle, app permission, roaming setting, carrier account, SIM/eSIM activation, DNS/carrier profile, or outage.
This guide applies to iOS 17 and iOS 18 with physical SIM or eSIM.
Does This Affect You?
Use this if the iPhone shows signal bars and can call, but apps cannot use mobile data.
Check Basic Data Toggles
- Open Control Center and make sure Airplane Mode is off.
- Open Settings > Cellular or Mobile Data.
- Make sure Cellular Data is on.
- Scroll down and confirm the affected app is allowed to use cellular data.
- Check Cellular Data Options and turn off Low Data Mode temporarily if background loading is delayed.
Check Roaming and Carrier Account
- If traveling, open Cellular Data Options and enable Data Roaming if your plan allows it.
- Check your carrier app or account for unpaid bills, expired prepaid balance, or used-up data.
- If you recently changed SIM or eSIM, confirm the line is active under Cellular settings.
- Restart after activation changes.
Update Carrier Settings or Reset Network
- Connect to Wi-Fi.
- Open Settings > General > About.
- Install a carrier settings update if prompted.
- Restart the iPhone.
- For a physical SIM, remove and reinsert it if needed.
- If nothing helps, use Reset Network Settings under Transfer or Reset iPhone.

APN Settings
Some prepaid or MVNO carriers require APN values. If Cellular Data Network appears in settings, get exact values from the carrier.
Dual SIM
If using two lines, check which line is selected for Cellular Data and make sure that line has an active data plan.
Carrier Outage
Check the carrier’s status page or social media before resetting repeatedly if other customers in the area are affected.
One App Only
If data works elsewhere, check that app’s own offline, data saver, or background data settings.
