When Steam gets stuck on Updating Steam, the client may be blocked by a corrupted update file, firewall rule, antivirus tool, low disk space, or busy update server.
These steps apply to Steam on Windows 10 and Windows 11.

Use this if Steam shows Updating every launch, hangs there, errors out, or closes before the client opens.
Clear the stuck update files
This removes Steam’s temporary update files without touching installed games.
- Exit Steam from the Windows system tray.
- Open Task Manager with Ctrl + Shift + Esc and make sure no steam.exe process remains.
- Open the Steam install folder, usually C:Program Files (x86)Steam.
- Delete bootstrapper.log if it exists.
- Open the package folder and delete the files inside it.
- Do not delete the whole Steam folder or your steamapps folder.
- Relaunch Steam and let it download the update again.
If a partial update was corrupted, Steam should rebuild those small update files and finish normally.
Check your firewall and antivirus, or reinstall
If the update still fails, something may be blocking the connection or file write.
- Open Windows Security > Firewall & network protection > Allow an app through firewall.
- Allow Steam and Steam Client Bootstrapper on Private and Public networks.
- Temporarily disable third-party antivirus for a test.
- Run Steam as administrator.
- If needed, uninstall Steam from Settings > Apps.
- Install the current Steam client from the official site to the same location.
- Add your existing Steam library folder again under Steam > Settings > Downloads > Steam Library Folders if it is not detected.
Do not delete SteamLibrary or steamapps unless you intentionally want to remove games.
Region, space, and server load
Open Steam > Settings > Downloads and switch Download Region to a nearby alternative if one regional server is stuck.
Check free space on the Steam drive. Client updates still need room to download and unpack temporary files.
During large sales or major releases, Steam update servers can slow down for many users. If reports are widespread, waiting an hour can be the cleanest fix.
