Start Menu Not Opening on Windows 10: How to Fix It

The Windows 10 Start menu is powered by background shell components. It can freeze or fail while the rest of the desktop still works, which usually means Explorer, the Start menu package, an update, or the user profile needs attention.

This guide applies to Windows 10 when Start does not open, freezes immediately, or search inside Start does not respond.

Does This Affect You?

If clicking Start does nothing but other apps still work, begin with Windows Explorer. If the problem returns or affects only one account, move through update repair, package re-registration, and profile checks.

Restart Windows Explorer

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Find Windows Explorer on the Processes tab.
  3. Right-click it and choose Restart.
  4. The taskbar and desktop icons will reload. Try Start again.
  5. If Windows Explorer is missing, click File > Run new task, type explorer.exe, and press Enter.

Run the Windows Update Troubleshooter

  1. Open Settings > Update & Security > Troubleshoot. On some builds, use System > Troubleshoot > Other troubleshooters.
  2. Run the Windows Update troubleshooter.
  3. Apply any fixes it recommends.
  4. Restart and test the Start menu again.

Re-Register the Start Menu Package

  1. Open PowerShell as administrator. If search is broken, press Windows key + R, type powershell, then use Task Manager or another admin method if needed.
  2. Run Get-AppXPackage -AllUsers -Name Microsoft.Windows.ShellExperienceHost | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)AppXManifest.xml"}.
  3. Wait for the command to finish. Some red text can appear for packages that do not need repair.
  4. Sign out and back in, or restart the PC.

If It Still Does Not Open

Test a New Local Account

Open Settings > Accounts > Family & other users and create a new local user. If Start works there, the original profile likely has corrupted settings.

Repair System Files

If the problem appears in every account, open Command Prompt as administrator and run sfc /scannow. Restart after repairs.

Move Files Carefully if You Switch Accounts

If a new account fixes the issue, move documents, pictures, and desktop files from the old profile. Do not copy hidden profile system folders wholesale because that can bring the corrupted setting with it.
